- Resolve any conflict over the interpretation of the Constitution or the Rules,
- When requested by the Executive Council, advise it on any proposed new Rules, or amendments to the Constitution, or any other matter concerning either.
- Resolve any doubt, difficulty or conflict over the credentials of any delegation or delegate to the General Assembly.
